A. P. Wire.) OTTAWA, Nov. 27. - Canada's criminal population confined within the penitentiary walls, is 1895, according to a report tabled in the house of commons today by Hon. C. J. Doherty, minister of justice. The average daily population during the year was 1853, compared with 1834 in 1910-11.
Kingston penitentiary holds the largest number, having 494. St. Vincent De Paul is a good second, with 442; Dorchester has 220; Manitoba, 183; British Columbia, 331; Alberta, 167, and Saskatchewan 67.
Montreal Is High. The city of Montreal contributed more to the criminal ranks of the country during the year than any other city in the Dominion, with no less than 293. Ottawa, according to the report, is singularly free from crime and sent fewer persons to the penitentiary than any other city in Canada, regardless of population.
The figures from the principal centers are as follows:
Montreal, 293; Vancouver, 174; Winnipeg, 114; Toronto, 96; Quebec, 51: Victoria, 42; Edmonton, 39; Hamilton, 35; Sydney, 34; Halifax, 33; Calgary, 31; New Westminster, 27; Regina, 21; Ottawa, 19.

According to Mr. W. P. Archibald, who contributes an interesting chap- ter of the report, the parole system is working in an excellent manner. He shows that since the act was passed 3780 sentences have been completed on parole. Of this number but 237 can be characterized as delinquents. The percentage of failures is 5.17. Eight hundred and forty-eight prisoners were released in this manner during the year.
Each inmate of the penitentiary is costing the country 84 cents per day. The total cost of maintenance for the year was $565,472.

i am completely unafraid of walking at night. my friend is not, such that i have to walk her to the bus stop after we have dinner sometimes. i have tried to explain her that violent crimes tend to be committed by people known to the victim, and so dark places aren't actually substantially more dangerous than any other public space, but still she fears the night. is she the normal one or am i?
Medical Care Inflation Rates RAND State Statistics reports a number of inflation databases, including Consumer Prices and Medical Care Inflation. Not surprisingly, Medical Care Inflation has outpaced inflation for most items over a long time period. Medical care inflation consists of four components: Medical care commodities, criminal statistics, Medical care services, Hospital and related services, and Health insurance. See here for additional detail on Medical Care Inflation categories. Medical care services increased 8.5% from January 2017 to June 2020, an annual rate of 2.4%. Over the past decade, Medical care services increased 32.8%, an average annual rate of 2.9% Hospital services also increased significantly from January 2017 to June 2020 BY 10.2%, an annual rate of 2.8%. From January 2010 to June 2020, hospital services increased 54.3%, an annual rate of 4.4%. Health insurance inflation increased significantly, measuring plus 32.6% from January 2017 to June 2020, an annual rate of 9.9%. Health insurance rates increased minimally in 2017 and 2018, then proceeded to dramatically spike. From June 2019 to June 2020, health insurance increased 14.4%. Over the past 10 years, from January 2010 to June 2020, Health insurance inflation increased 66.5%, an annual rate of 5.2% Despite the mainstream attention towards the rising cost of prescription drugs, from January 2017 to June 2020 prescription drug inflation increased just 2.7%, an annual rate of .8% Similarly, both Eyeglasses and eye care and Dental services increased minimally. From January 2017 to June 2020 Eyeglasses and eye care increased 2.7%, an annual rate of .8%. Dental services increased 7.1% from January 2017 to June 2020, an annual rate of 2.0% . Health insurance averages rose 32.6% from January 2017 to June 2020, an annual rate of nearly 10%. This is much higher than Medical care overall, which increased only 8.7% from January 2017 to June 2020, an annual rate of 2.8%. It appears the major spike in health insurance in July 2018 also impacted medical care inflation, which is relatively stagnant compared to health insurance averages.

Page 32. --- Nearly Four Times 1917 Total - Poorly Educated Youths Said in Lead --- Ontario’s prisons have their highest populations in history this year, according to the annual report of prisons and reformatories, issued today by Hon. H. C. Nixon, provincial secretary. From a low of 7,867 in 1917 there was a steady increase to 21, 431 in 1930.
The total dropped to 13,509 in 1934 and then rose again. Since that year the increase has been startling, establishing an all-time peak of 23,649 in 1938 and another big jump to 27,926 in 139, C. F. Neelands, deputy provincial secretary, reported.
‘The huge majority, as in former years, are young, below average in mentality, low in academic education, and almost totally lacking in vocational training,’ Mr. Neelands said. ‘Add to all these the comparative ease of obtaining deadly weapons and speedy cars, and we have the natural result, the reckless, youthful gun-bandit. He is particularly a North American product, and is a problem whether at liberty or in prison.’
In the reformatories were 725 prisoners between 15 and 19 years old; 996 between 20 and 24; 706 between 25 and 29; 645 between 30 and 34; 655 between 35 and 39, and 532 between 40 and 44. There were 33 prisoners over 70.
More prisoners are sentenced to 30 days and under 60, with 1,884 drawing this sentence. During the year, 42 escaped and were recaptured, with only five evading pursuers.
Most frequent crime against property is larceny or theft, with 1,014 sentenced. False pretences brought jail terms to 261, and ‘borrowed’ cars to 259.
Drunk and disorderly charges led ‘crimes against public order and peace,’ with 1,227 sentenced.
