Can I use my Precure OC even though its set in the RC9GN Universe?? Since she is currently in Norrisville High and I fear it would sometimes not match the theme and POSSIBLY ruin it

Since this event is geared specifically for RC9GN fandom, you can't submit OCs that are technically from other fandoms (even if their story is set in Norrisville).
This is less about not 'matching the theme', but more of the fact that it is literally a completely different universe with it's own canon (especially an extensive one like Precure, which is a whole genre in itself!), that other participants might not be familiar with and might not be interested in creating a gift for. It would be unfair to surprise your Secret Ninja with an OC from a fandom they might not even know, when they expect a RC9GN OC.

"Mimiiiiiiii!!!! What about this bracelet?"
"No, it'll blend in...plus, the bracelet might fall off while (Y/N)'s fighting-"
"Then what about rings!"
"Oh, definitely! I just gotta find the right ones!"
"Then you can't go wrong with heart bracelets!"
"Mhm, and I think a classic pink will work for this!"
They've been like this for the past thirty minutes.
Ever since Mimi and Palmon discovered you were a ninja while ALSO being a digidestined like her and her friends, her curiosity got the better of her! As expected, she bombarded you with a bunch of questions like how long you've been one, who's your Digimon partner, do you have any friends who are also ninjas, stuff like that. Still, she thought it was SO cute to see her partner dress as a cute little ninja and fight to protect everyone they hold dear~! Honestly, it was pretty difficult balancing both your personal life, work life, ninja duties, AND being a digidestined, and now that Mimi began to tease you about how cute you were while fighting EVERY single day, it's become torture...not in a bad way though. You've just been dying from embarrassment! Too much of it...
But the more Mimi looked at your ninja suit, the more...boring she felt. Yes, she understood that the suit's main functions were to protect the user, but it's just red and black...that's so boring! So why not spice it up a bit~? And with Palmon's help, the two of them dragged you back to her place so they can figure out how to make your costume more personal and feel like it's truly your version~!
"Mimi..." you winced, looking down at your regular black ninja suit with red highlights. "You do know a ninja is supposed to stay hidden in the shadows, right? Making my suit more sparkly will ruin that.."
"Okay, but you're always out in the open when you're fighting," Mimi huffed, tossing another piece of fabric onto her chair. "I've barely seen you stay hidden unless it's for something really important."
"But-"
"Besides, we can always fix it!" Palmon gave an adorable grin like she was a stuffed animal, raising some cute rings she found from Mimi's jewelry box with her vines and hovering them over your hands. "You can always take it off before a stealth mission!"
"But I feel bad..." you grimaced, gently sifting through the rings Palmon had given you. "This is yours and Palmon's stuff, right?"
"It's fiiiine~" Mimi waved her hand with a playful wink as Palmon nodded. "We don't use some of this stuff anyways, and I'd rather give it a good home instead of throwing it out!"
"But...."
"It'll be okay!" Palmon said, hugging you. "Just trust Mimi! She knows what she's doing!"
"...okay..."
Nods and mutters could be heard as the partners gathered a bunch of items from the closet, drawers, jewelry boxes, and whatever else Mimi had in her room. You watched as hats, scarves, rings, necklaces, bracelets, and whatever random items the two could find fly towards Mimi's desk. It felt like hours had passed while you awkwardly say on your girlfriend's bed, twiddling your thumbs and toying with the multiple pieces of colorful, silver jewelry Palmon had gifted you. Did it feel like torture?...maybe...mostly because you didn't know what to do or say while you patiently waited.
"Thanks for waiting~!" the two of them spoke in unison, quickly turning to face.
"So...what am I wearing first..?"
"Maybe the rings?" Palmon suggested, glancing at how you've been fidgeting with them. "I think they'd look great! Right Mimi?"
"Mhm! Especially this one!" Mimi lifted a silver ring with a design that was reminiscent of a vine etched into it. On the top was a simple pink jewel in the shape of a heart that shimmered within the light. Your eyes seemed to be glued to it as Mimi gave it back to you. "And we can also pair it with.....this!" Mimi dug into the accessories she placed on her desk, grabbing a similar necklace with the same patterns. "These came in a set together, so it'd be a crime to not use both!"
Your eyes softened as Mimi handed you the necklace. Even if your mouth was obscured by your mask, they could sense your smile. "It reminds me of you two."
"That's the point!" Palmon giggled. "Me and Mimi used to wear them! Now you can think about us every time you look at it!"
"...are you sure I can keep these?"
"Duh, it's seriously alright!" Mimi chuckled, taking a seat next to you. "Me and Palmon talked about it, and we don't mind letting it go! Besides, you can think of us!"
"Yeah!" Palmon and Mimi gave each other a high-five as a small chuckle left your lips.
"Alright...I'll wear it." You sighed, attempting to put the items on. "...how do I look?"
The two of them quickly gazed up and down as their eyes were quickly drawn to the bright jewelry that stood out against the black and red. "It's great!" they yelled in unison.
"You look a lot cuter now~!" Mimi giggled before digging back into her stash.
A small blush crept its way across your face as you began to fidget with the necklace. "R-really...?"
"Mimi, (Y/N)'s blushing!" Palmon teasingly snickered, making you blush deeper.
"Hey, don't rat me out!"
"But it's cute!!!!"
"D-don't look at me!"
"But why not?" Mimi playfully giggled, placing a kiss onto your cheeks. "I think you're cute no matter what you wear~"
