Smartest villains in the arroverse ( arrow )
Prometheus / Adrian Chase - Quite possibly the smartest non-powered Big Bad. He always gloated about 10 steps ahead of Oliver and had the skills to back it up. Hardly anyone has done a better job in maintaining a good image, with the way he trapped Team Arrow and made it impossible for them to expose him. He was great at adapting to setbacks in a horrifying way (killing his wife and protective detail) and kept trudging on, making sure even his setbacks furthered his agenda. The meticulousness with which he captured everyone and staged the Lian Yu catastrophe is commendable, and his planning was so brilliant that he made even killing him an option that would do more harm than good. The fact that he ended things on his own terms says it all.
Deathstroke / Slade Wilson - Most probably the second best chess-master that Oliver has faced. Expertly took away Oliver's company and brought him to the streets, used Queen Consolidated's resources to further his own agenda, and brilliantly used the Church of Blood as a proxy to cover his tracks. Before Chase came along, Slade was the one who made Oliver feel the most helpless.
Dark Archer / Malcolm Merlyn - Masterminded the Undertaking and built it up meticulously over the course of 5 years. Similar to Chase, even he had a failsafe plan with his second earthquake machine, thus making sure the Undertaking was at least partially successful. Although this may be another controversial opinion, his manipulation of Thea in season 3 set in motion an insane course of events which eventually saw him becoming Ra's al Ghul. Not to mention the long game he played with Oliver to beat the League. In some instances, he could switch spots with Slade in terms of intelligence.
Damien Darhk - I still admit that Genesis was the most absurd Big Bad plot of Arrow, but Damien has got to be commended for using his centuries of existence to bring HIVE to the potent force it was in Arrow season 4. Then also take into account how he was in bed with the Nazis in 1942 and was able to slither his way into the Reagan administration. He comes a bit low in this list because of the sheer ridiculousness and brute force of his plan and not to mention the fact that he had a chronic illness of toying with his enemies instead of killing them when had the chance.
Ra's al Ghul - He too utilized centuries of life to create a powerful organization of killers and masterminded a crazy plot for the sake of killing two birds with one stone (completing the Ra's ascension process and killing Darhk). Being able to procure a fighter jet for his plan is impressive. He even succeeded in turning the Arrow into a villain and pressuring Oliver to accept his offer of becoming Ra's by attacking Thea. However, he wasn't able to catch on that Oliver was just acting. Not to mention the fact that the League is several steps below HIVE in terms of danger level.
Ricardo Diaz - Sure, manipulating Cayden James into becoming the biggest threat to Star City in the first part of the season was a win, but after that, his intelligence pretty much took a nosedive. Sure he was able to corrupt nearly all of Star City, but I'm wondering if that says more about the moral bankruptcy of Star City's elite and the police force rather than about his own brains. Not to mention him thinking that shoving money or a gun in people's faces gets you whatever you want and him throwing tantrums on the scale of Veruca Salt (from Charlie and the Chocolate Factory) whenever things don't go his way (he could take a leaf from Chase's book in that regard). All these actions put him at the bottom of this list.

along with these Damien cane sword hcs, I have to remember that moment I wrote in all that's left where actor mark almost hurts Damien with it and. take the angst of that moment, and then imagine if mark knew it was a sword.
