One area where I really think Veilguard succeeded was the amount of quest dialogue/cutscenes, even for side quests. It really gave meaning to most of the side quests, whereas in Inquisition, having no scenes was often a detriment.
One example of where small cutscenes would have improved Inquisition's side quests drastically is something like the druffalo escort quest. Though I like the druffalo quest personally (there's my lil' buddy! what an oddly-shaped dog!), the quest starts with simply reading a signpost and it ends with simply guiding the druffalo back to its pen. A fair amount of people might read the signpost and then forget about it later, because simply reading a sign isn't memorable in the vast sea of finding codex entries and such.
A cutscene where the Inquisitor (or a companion) is like "it's important to help people. We're the inquisition, we need the people on our side" and then a follow up of whatever Fereldan farmer going "oh thank you! who are you?? you're with the Inquisition? I've heard something about that. are you doing something about the hole in the sky? wow" would have made a significant difference in making that side quest feel like something real, something purposeful and not just a meaningless fetch quest.
