The same reason kinglers and scizors are called “the pincer pokémon” when pinsirs exist, the horsea line is called “the dragon pokémon” when they don’t even become dragon-type until they evolve into seadras, ledybas and ledians are called “the five-star pokémon” when they have exactly zero stars on their bodies, bidoofs are called “the plump mouse pokémon”, espurrs are “restraint” but meowstics are “constraint”, and rattatas, raticates, pikachu, raichu, sandshrews, and sandslashes all being titled “the mouse pokémon”: because pokémon categories are arbitrary and irrational.
