How I'd write Arthur Brown aka Cluemaster
When Arthur was a child he was brilliant. He consistently did so well in school that he was noticed by local news sources and was eventually recruited to be a contestant on the game show "Think Thank Thunk" and he killed it. He was doing so well that the show started losing viewers due to how boring it was to watch the same brat win every week. To solve this problem the network threw a question at Arthur that had multiple answers. When he asked for a hint he was denied, but he still answered correctly. Unfortunately they went with a different answer and Arthur lost.
After that he dissapeared from the spotlight, but he never stopped studying. No matter what happened in his life he could never let the gameshow go, even when he became a father and lost his girlfriend in childbirth. Eventually he was able to enact his revenge.
He would kidnap notable figures of Gotham and bring them onto his own pirate gameshow called "Cluemaster" as the host, The Cluemaster. The show was structured so that the contestants/victims would be given a vague question with one clue. If they answered correctly, they lived, and if they didn't, they didn't. This didn't come without hickups, with one person consistantly trying to Spoil his show. Online forums would be filled with specific answers by "The Spoiler". Eventually Arthurs show would be cancelled by Robin after kidnapping Bruce Wayne, Jim Gordon, and Mayor Hill.
This didn't deter him permanently, though, as he is often trying to get revival off the ground.
A lot of this was inspired by Cluemaster for the "The Batman" show from 2004. I imagine him wearing an orange suit, with leather gloves, and the same sort of mask from The Batman (2004). I also imagine him with a chinstrap beard and a ponytail.
