Probably it's for distraction. Based from my experience (because I used to bathe my little brothers way back), it's for babies/toddlers during bath. Some kids don't want to take a bath, but when they're already on the tub and they see the rubber duckie, they get distracted and they forget that they are having a bath because they are now paying attention to the toy. So, it results to successful baths! HAHAHAHAHA
