Republicans control the House of Representatives, the Senate, the Presidency, and the Supreme Court. After initially refusing to meet with democratic leaders, Trump posted an AI-generated racist video of Jeffries & Schumer instead of actually negotiating with them over a potential budget deal.

Update to add: Trump & Congressional Republicans are trying to use the shutdown to push anti-trans legislation. Democrats are trying to use it to extend healthcare funding that the Trump-Republican "One Big Bill" cut earlier this year.
