While Dante seems to link the amulet with Eva and humanity, Vergil identifies the amulet as Sparda's and associates it with his demon side.
Vergil even refuses to say who it was gifted to. His own mother. He says "given to humans" as a general statement as if to emotionally distance himself from Eva.
Even as Vergil weakly reaches for the amulet during the DMC3 climax, he considers it a memento of Sparda.
Mundus let Vergil keep the amulet to placate him because Vergil saw it as a symbol of power. His father's power.
