Quick question, with Happy Chaos now a wanted war criminal, especially to authorities of Illyria and most likely the USA, does the world have anything in their disposal to detain someone like him? I ask this because President Vernon mentioned that he feels there is no cell in the world that can hold Asuka due to his seemingly unparalleled knowledge and prowess on magic.
When it came to I-No, Illyrian Police practically threw in the towel, as they had no means of actually detaining her unless she actually "gave up" willingly.
And actually, the same is mostly true of Ariels as well, though they lucked out when Sol took her down.
Asuka's case was also unique, as he knew people were going to come after the Tome of Origin, which he possessed.
Even in Sol's case, Goldlewis (Secretary of American Defense) knew that asking him for a public execution would be unreasonable.
But here's the counter-argument:
Sol Badguy challenged I-No, even without his powers. He had the guts to do what no other American Soldier (or Illyrian Knight) dared broach to try.
Granted, it was a gamble. A very big gamble at that.
This goes back to Sol's conversation with Ky on "how to confront someone".
How DO you confront a performance artist? How DO you confront an expert on Magic?
In the case of I-No, Sol had to appeal to her pride. He "showed" her how powerless he was at the outset, and yet he challenged her again. She was "forced" to defend that unnecessary pride of hers.
This wouldn't work on someone like Happy Chaos. Happy Chaos has contingencies upon contingencies. Even if you think what you're doing is working, he will instantly turn that thought against you.
So how do you confront someone who thinks ahead and "knows" about everything?
You show them something they "don't" know... or, at least, "think" they don't know.
Happy Chaos is someone who goes with the flow... he won't do anything to go against that flow.
Not, unless the flow itself is disrupted.
If something unexpected happens, if something he has no control over happens, or if something he has no knowledge of happens... of course he's going to be interested!
But that alone isn't what would catch him.
What would catch him is if you had a means of having him corner himself in his own logic.
In much the same manner as how Batman has (time and again) outsmarted the Riddler.
Even if Chaos has no rules, he follows his own rules, even if those rules can't normally be seen.
Put him in a situation where his own rules defeat him, and you just may have a chance in catching him.
Of course, that's all speculation... but it would probably be the best opportunity.
That said, most "Crusades" Criminals were sealed in Dimensional Prison, where even their own Magic couldn't influence the outside world.
In the case of Justice, it was a powerful slow-acting seal that sealed her away.
Such would likely need to be done for someone like Happy Chaos... something that could nullify his Magic altogether, something he could not EVER be aware of.
