Had a bit of a debate at the LGS, no one was quite sure and we had a few different theories on answers. Would like to hear your hopefully correct take. Disallow vs thing in the ice on the final counter. Is the removal of the counter and the transformation all part of the abilities resolution, or is it trigger remove counter immediately, check, if 0 counters put flip trigger on stack? If the first time it flips and is countered and its left on 0, can it then flip?
It’s all one ability.
If you counter the triggered ability with Disallow, then you counter both the removal of the final ice counter and the subsequent check and possible transformation. If you allow the ice counter to be removed, it’s then too late to cast Disallow since the entire trigger is resolving.

Bounty of Luxa question. Say I have a flood counter on it, and when the ability triggers someone counters it, do I then put a counter on and draw a card, or is the entire text countered?
If something counters the triggered ability of Bounty of the Luxa, then the entire ability is countered and nothing happens. You don’t get a card, you don’t get mana. Nothing.
How much a Disallow can do against a Storm deck?
A fair amount? It depends on your definition of “do against” really.
What it can do that’s most effective is to counter the Storm trigger, which keeps any copies of the spell with storm from being created.
Yes, it can counter the Storm Spell itself, but the trigger is already on the stack at that point and countering the original spell won’t stop the trigger from resolving and making copies.
So in regards to Disallow, me and a buddy from work were wanting to get some quick clarification. Do Planeswalkers' loyalty abilities count as activated abilities? I think they would, but my buddy isn't so sure.
Yes, planeswalker loyalty abilities are activated abilities and can be targeted by Disallow. Note that Disallow doesn’t affect the number of loyalty counters added or removed from the planeswalker as the cost to activate the loyalty ability.
