Kirigakure, economically, has always been in a unique position compared to the other villagers. Save for its fishing, Water Country lacks substantial resources for trade and has the smallest landmass and one of the smallest populations. Its ocean surroundings also make it unfeasible for Kiri to spread its influence or solicit many new clients due to the distance either party would have to travel by sea just to meet in person.

Both Kumo and Iwa have large territories, so clients are plentiful. Konoha has always had its strong positive reputation to bring in missions. Suna… well okay Suna has always been struggling but that’s besides the point.

The point is that Kiri was at a massive disadvantage. For a while, no one was sure if the village was going to survive, or if it would collapse into warring clans again (and potentially drag the rest of the shinobi world with it). But eventually, the village found a solution. That is to say, they found a niche.

They sought out the missions that were too gruesome, immoral and heartless for the other villages. When there was a missions that Konoha, Iwa, etc refused to carry out, Kiri approached the clients with their own offers. They also accepted missions that were too volatile for other villages to take. If Kumo was presented with a mission that would upset one or more of their other clients, they’d be likely to decline it. Kiri never worried about burning bridges and was happy to cross and double cross their patrons. Eventually, they built up a reputation.

Now it didn’t matter how far away Kirigakure was from everyone else. If a client needed something done, and no one else was willing to do it, they knew who to ask. As a result, Kiri nin often had to travel far and wide to fulfill missions.

This reputation for cruelty is likely how Zabuza came to know Gato in the first place. After all, the man used to use village shinobi for his dirty work extensively, and only stopped because he got tired of having to pay them. Now which village would be most likely to have worked for him? Big mystery, really.
