What is known of D9 per Hunger Games Canon is as follows;
They are 3rd poorest/highest for taking out tessarae, trailing after 11 and 12
They are the Grain district, providing one of the staples of Panem's diet
They grow large amounts of wheat (ABOSAS) and sunflowers (SOTR)
They are often dressed as loaves of bread during the Chariot Parades
As such, with the high likelihood this will be disproven by canon one day when SC gets spammed by Snow thirst traps and my own prediction of Heavansnow slash fiction to inflict more suffering upon the fandom, I wanted to provide my own headcanons for District 9s operations.
They are not as militantly monitored as District 11, but the Peacekeepers are still much more strict than the average in Panem. The children begin working by the ages of 13-14 and the harvest time is also a school "holiday" so all hands can be put to use
Alongside Wheat and Sunflowers, they also grow rice, corn, canola, and soybeans en masse. Wheat is the primary output expected by the Capitol, but they produce much of what goes into Tessarae and thus are responsible for most of the Districts remaining fed
Tessarae grain is a blend of different grains, mostly consisting of wheat with others to bulk it out.
There isn't as strictly a caste system as the Seam and the merchants in 12, but aside from harvesting there are positions at Mills, Granaries, Refineries, among others.
Bakers would not necessarily be considered merchants; some who don't work in the fields actually make a living by doing so for the rest of the district
The bread of District 9 is sprinkled with sunflower seeds and has cut out designs that resemble flowers and leaves

Covey were not exclusively rounded up in Twelve. We have the Bairds and their extended family there because that was where that specific group was closest to when the First Rebellion ended, if they were travelers (a la Romani the way I personally have seen them) some were likely to end up in other Districts. So here's my two cents for those who would end up in 9;
As mentioned above, some who don't work in the fields bake for the rest of the district. Due to discrimination I don't think many of them would be afforded work in fields or other areas where Peacekeepers and others in charge would expect them to steal, and so they do other things. While they are permitted to bake, when they don't have their own ingredients they are given a very strict ration to do so by their clients.
I am unsure if they would lose touch with the naming conventions presented to us in Ballad and Sunrise or if that might have been exclusive to the Appalachian Covey, but they are more fond of dancing than singing
