Farina Segal, victor of the 19th Hunger Games at age 17
Farina grew up in a poor family of grain farmers, and at 16, she accidentally got pregnant. Due to the conservative culture of the commune she lived in, it was viewed as 'inappropriate' to have sex before marriage, and thus Farina had to get married with her boyfriend almost right after her baby was born. During the wedding, her new husband and his friends started doing inappropriate things to her, which led her to kill him and flee. Because Farina would be executed right after the reaping (as there was still a chance her name could be drawn and she would die anyways), she decided that volunteering was the only way she could have a chance to see her daughter grow up.
So, during her games, she decided to increase her odds of winning even more by allying with the 'career pack', and taking advantage of the backstabbing attempt on the alliance from the boy from 7 (another recruit).
After her games, Farina starts the long-lasting tradition of district 9 absolutely despising their victors, especially since their first was a convicted criminal who in their eyes is nothing but pure evil. Because of having a poor support system, Farina eventually becomes a bitter and resentful mentor and mother who flees the district during their rebellion attempt in 60 ADD, eventually ending up in district 13, where she is the cause of a widespread pox epidemic. (The Capitol enforced bio-weapons on 9's population to shut their rebellion down, as well as extreme collectivisation of labour)

Lupin Garner, victor of the 25th Hunger Games at age 18
Lupin was orphaned as a young age due to his rebellious parents getting executed by the Capitol, and he grew up with an extreme hatred towards the Capitol and anyone associated with them. In his eyes, all means were justified for his mission to bring the ruling class down, even if that meant costing his, and millions of innocents, lives. So, as he grew older, Lupin started to form and join rebel groups, protesting in every way that he could. A few weeks before the rules of the first quarter quell were announced, Lupin set a field on fire, killing a dozen civilian workers and five peacekeepers, which led to both loyalist, conservative and pacifist factions in the district to vote him into the games.
During the quell, Lupin formed an alliance to make a statement against the Capitol, in order to hopefully kickstart a proper rebellion, but it doesn't work, and he ends up winning the games on his own, forced into entertaining Capitolites with his victory.
In 50 ADD, during the second quarter quell, Lupin helps Beetee to replace the sunflower tokens of his tributes with explosives, which Sylva (victor of the 39th) never forgives him for.
Lupin spent the rest of the 50s helping the anarchist and maoist groups in the district to come together and finally start that long-awaited revolution, which leads to thousands of casualties in the late 50s/ early 60s, as the Capitol takes them down quickly. Eventually, Lupin is executed too as the entire nation watches him getting dragged to the gallows.
Sylva Mayleaf, victor of the 39th Hunger Games at age 16
Sylva had a rather good childhood, growing up in a privileged family of Irish immigrants (the UK got nuked and Ireland had to deal with much of the radiation as well, which caused a massive immigration-stream to Panem shortly before the dark days), who even owned a farm of their own. At school however, her peers find her 'queer' (because of her having short hair and almost always wearing trousers instead of skirts) and spoiled, which causes her to get bullied for the majority of her time there. And when she gets reaped, it is with another Irish immigrant, Harrow, who has had a very different upbringing as a poor and angry fieldworker with no living parents.
Harrow joins the career pack in his games and prevents Sylva from doing the same ("She's too delicate for it") even though her training score is one point higher than his and she has indeed obtained enough skills with a pitchfork to plow her way through victory. Sylva allies with the girl from 7, but spends the majority of the time hiding alone in the endless fields of sunflowers, being one of the only survivors of the tornadoes that force their way through the arena on day 14. And then, when 3 weeks have passed, she and her district partner are the only ones left.
Sylva eventually kills him, and has to deal with that 'betrayal' for the rest of her life. So she uses alcohol to cope, though that eventually causes her entire family (minus her older sister who has already moved far up north) to get killed by the Capitol because she insulted them on live television, and her eldest younger brother to get reaped the year after, causing her to finally break down and unfortunately get involved in a very toxic and abusive relationship which leaves her pregnant. And even though she breaks up with her boyfriend and find herself in a much happier and healthier relationship with her fellow victor Veles (44th) years later, it still doesn't stop her daughter from getting reaped in the 61st hunger games and dying.
Sylva gets reaped for the 75th hunger games again, preventing Ceres (67th) from volunteering because she still has an entire life ahead of her, and dies at the hands of Brutus as she's watching Veles, her husband at that point, bleed out right in front of her.

Veles Bartoň, victor of the 44th Hunger Games at age 19
Veles was the son of district 9's most highly praised botanists (and gardeners), and had been studying biology for almost his entire life, combining that with early morning shifts where he tended the gardens of the rich, and he got reaped 1 day before his 19th birthday, leading him to believe that he was cursed, despite previously being the most optimistic person of the family. Veles didn't think his chances to win were high, though most other tributes seemed to disagree, with the careers even asking him to join them, which he refused, going into the games with just the support of Sylva, his mentor.
But the moment the arena got revealed to be a botanical garden, Veles realised that maybe, he could just win. He killed most of his victims by knocking them unconscious with his shovel, and then stabbing them with a knife drenched in the poison of plants, being extremely afraid of blood. To show respect to his victims, Veles arranged flowers for them and left, never lingering too long in one place.
The twist of the 44th games came when, near the end of the games, the arena turned pitch black, and weasels swarmed onto the tributes, being attracted by their movements. Veles survived by fainting as his arms got covered in bites and blood from the mutts, and using his biology knowledge.
After his games, Veles developed an addiction to alcohol and sleeping pills, anything to forget the darkness that he felt filled him from within, and it was only because of Sylva's efforts that he didn't completely lose himself. The two victors were already close during the games, but their relationship (at first only platonic) only grew stronger after, eventually blossoming into a romantic relationship around the 48th games. Veles was Annona's (Sylva's daughter) adoptive father, though they told the Capitol that he was the biological father because they didn't want any attention to go towards Sylva's ex.
And in the 75th hunger games, being the only living male victor, Veles got reaped, obtaining stab wounds from Finnick's trident as he was attacking him to help Sylva escape, not realising that she was trying the same thing for him. He bled out in Sylva's arms, her dying minutes after.

Ceres Grist, victor of the 67th Hunger Games at age 17
Ceres grew up with an extremely abusive mother who secretly took part in organ trafficking in the very north of district 9, in a place called Heavensbee Town. One of her best friends, Seia, had died in the 65th games, and there was really not much left that Ceres deemed worth living for, so she decided to sign up for tesserae and even planned to volunteer if she wouldn't get reaped, considering she still wanted to go out with a 'bang'.
At 17, just a few months shy of her 18th birthday, her name got called, and she initially had no plans of making it out alive. Instead, she longed for someone more deserving to win, like her ally Bovis, the boy from district 10, who had a boyfriend waiting for him back home. But after narrowly escaping the bloodbath by killing the strongest competitor, the boy from 4, she realised that she might not want to die just yet, though she still didn't feel like she deserved victory.
Her games took place in a frozen wasteland, and she was not the only one to go crazy, as the boy from 6, Titus, had started to eat people out of desperation. An avalanche was caused by the gamemakers to get rid of Titus, and she betrayed Bovis for her own survival, making it to the cornucopia with just two people left; she and Stella, the girl from district 1. Like most of her 7 other victims, Ceres beheaded the girl with her sickle, though her chest got split open and she had to be put in a coma for two weeks to even have a victor that year at all.
After the games, Ceres suffered from severe PTSD because of her games and her childhood, and never became able to eat meat and similar textured foods again, as she just envisioned herself in Titus' place all the time. This vulnerability contrasted her Capitol persona as the 'Ice Queen', who was never known for showing off any emotion or weakness. After all, she ought to be a puppet, her body being all that she was worth.
Ceres was the only district 9 victor who survived past the second rebellion, faking her death after the quell and hiding in a bunker in the outskirts of her district alongside some of her fellow victors who had done the same thing.
