His name is Rem and he primarily works as a scientist for the Earth Defense Force, having an interest in aliens since '93 after the first major invasion. However due to preparations for future attacks and a need for extra soldiers, Rem was placed into the EDF soldier program in '95, where he first met the EDF captain Dylan. Who he instantly hated. However Dylan grew a liking to Rem very quickly, he liked messing with him and intentionally pissing him off [which Rem was very easy to do that with], just generally being annoying for no real reason [actually there is, he's gay].
Rem is always extremely exhausted, trying to stay dedicated to his soldier duties while also having to continue his long studies in the EDF lab, so he often seems cold at first glance, he's distant from everyone besides Duke and General Graves [and eventually Dylan], preferring to just stay in the lab by himself when he doesn't NEED to be around others. He just wants to get his work done then go to his bunker for whatever remaining free time he has [if he has any].
Overtime as Rem adapted to his role as an EDF soldier, him and Dylan started to become a bit closer, mostly due to Dylan tho. As the captain, Dylan had deep care for his other soldiers [even tho he hates actually showing it]. When it came to Rem tho, it was something a bit more than that, Dylan never wanted to leave his side, he loved listening to Rem ramble about whatever project he was working on and they both had a shared love of weaponry which Dylan tried to bond with him over. Although he wasn't aware that his feelings were romantic yet, he wasn't ashamed of flirting or showing affection towards Rem.
Unfortunately, Rem knew he was falling in love with Dylan. He hated Dylan and did everything to keep convincing himself it was purely that, he was annoying, loud, reckless, every time he was around Rem could feel himself physically cringe. But once he was there, Rem didn't want him to leave, he started to actually enjoy his company after the initial irritation wore off. Rem was DEEP in denial about his feelings for Dylan, but he was also way too aware of them and was terrible at hiding them. He tried way too hard to make it seem like he hated him but he's very obviously gay.
That's how their dynamic was for a while, a ton of mutual gay tension and homoerotic bickering, but slowly the feelings became harder to hide for either of them, and by 2000 they finally decided to start dating, while they were romantic and intimate before then, it was very secretive. Now though they could finally admit that they love each other, even tho Rem still likes to say and act like he hates Dyaln, its more playful now instead of a genuine projection, and Dylan is of course the same, but now he's much more visibly affectionate towards Rem around the other soldiers. [They have a bunch more lore but this is just the basic start of their timeline]
