The Starlo being a child endangerer and Ceroba yelling at him for being so reckless trope is funny but it's ironic when you compare it to the game because near the end of the Pacifist route it's the other way round

It's one of those fandom jokes that are funny maybe the first few times they're told, but then people start taking it seriously and seeing it as characterization, while I'm standing there like "Noooooooooooo that's not them!!!!!" Starlo cares about keeping Clover safe (when Ace prompts him to, he stops the second mission and makes sure that both he and Clover are wearing safety glasses and use toy guns; him rescuing Clover from Ceroba in Pacifist and trying to keep them safe in the Wild East while he calms his best friend down; everyone makes jokes about Starlo giving Clover a gun but Blackjack says that they're made non-lethal so they're essentially toys). He looked after Kanako before, he knows how to look after kids (one detail that people overlook is that Starlo doesn't swear at/around Clover, even when he was crashing out, EXCEPT in the Flawed Pacifist ending after Ceroba is dead. Ceroba swears around Clover several times).
Ceroba, meanwhile, lets them lead, lets them fight battles with only a shield that breaks after one hit to protect them, abandons them during the Axis chase scene, has them make Daisy, etcetera. She lets Clover take charge and endangers them several times throughout the journey.
Now, look. I'm not gonna say that Starlo is ~perfect parent material~ and he did nothing wrong. He's still reckless with their safety (announcing that you have a human to a bar full of patrons in the Underground is a STUPID, reckless move, even if they are in the Wild East. He also fought them). Likewise, Ceroba had ulterior motives with Clover when she was accompanying them so it's not fair to judge her off that. She wanted them dead so preserving their safety hardly mattered.
Personally, I think in AUs where Clover Lives, Starlo would be reckless with their safety several times (because he's overeager and he overestimates their capabilities because they're a human) before he eventually learns to dial it back. Ceroba would step up more and be a proper guardian for Clover and ensure their safety more. But I can't see scenarios like "Starlo buys Clover alcohol and Ceroba sees this and reprimands Starlo while clutching Clover close to her chest like a little purse dog." That feels out of character to me.
