1) He is considered a weirdo for a reason. He has been to the place "what's good, what's bad" 4 times. This place is something like a maximum security colony, but with training for recovery.

2) He does not really keep an eye on Gus and Shade, at most, if they want to go for a walk in Star Park, he says "If something happens, you'll sit with me on the subway." But he is ready to stand up for his little ones.
