Kokichi is (unsurprisingly) an orphan who had long run away from a children's home, sharing the slums, alleyways and abandoned buildings with other kids and criminals. He has a strong instinct to survive, but also that of a leader, empathetic towards the other kids he meets and bonds with them, creating his own small group of kids trying to live. This nurtures his talent as a leader early on. However, they live dangerously, with old warehouses and broken houses being where illegal activities took place or were planned. Often times, Kokichi was able to create a deal with criminals, promising their silence and even cooperating if it meant lives would be saved. His sense of justice was not lost, but he could not act on it without endangering anyone.
Criminals are not always so willing. Many of his friends had often been hurt, some disappeared; I imagine eventually, his group suffered a genocide, overboiling the injustice inside of him and causing his deep, ever-growing hatred for murder as someone who's witnessed it and felt the grief. The few surviving members, along with others he'd gathered later, became the foundation and leading members of DICE.
To add onto his parallel with Maki, I'm playing with the idea of him actually having been picked up and part of one of the criminal groups at one point. Though they provide him food and "safety," he soon becomes well aware that they are turning him into a weapon, fears what he may become, and leaves the group. This experience would give him the connections, skills, and information he needs to later create DICE (criminals, but in more of a "vigilante" way. they cool)
The girl with pigtails, on the far left of the D.I.C.E. photo? What if she had once trained alongside Maki, but ran away or was thought dead? I like the idea. I chose her because I imagine them to be similar in looks, with their hair and all, but inverted; in a way, the girl with lighter hair found DICE (the light), while the dark-haired Maki remained an assassin in the dark. This could complicate Kokichi's view towards Maki even more. He understands and pities her, yet still resents her for killing, but also believes she could've ran, could've gotten away like the girl in his organization did.
