We need to question her about the death of William Solaire, its urgent and cannot wait. She also has a list of crimes against the department so we want to detain her as soon as possible.

Detaining won't be nessicary. As I said she is currently undergoing rehabilitation and is confined to her current location. She needs a safe and stable holding and from what I know about DUMP is isn't very much of either of those.
