The implication is that stupidity is not a barrier to power. You can’t assume that smart and clever people are always going to win. That’s something many liberals have trouble understanding: people won’t vote for you just because you are more intelligent.

While awkwardly stated, a conservative senator half a century ago revealed how a lot of people felt about officeholders.

When Richard Nixon nominated G. Harrold Carswell for a position on the US Supreme Court, Carswell was criticized for being “mediocre” (as well as a racist) by many. Sen. Roman Hruska (R-NE) became famous for his comments in defense of Carswell:

“Even if he were mediocre, there are a lot of mediocre judges and people and lawyers. They are entitled to a little representation, aren't they, and a little chance? We can't have all Brandeises, Frankfurters and Cardozos.”

So in 2016 a lot of people voted for Trump knowing that he was a dumbass because they thought people like them were entitled to being represented by a fellow airhead.
