xB's not a fish- or anything aquatic- at all.
Forests seem a little too lush- a little too dark, too dense- by his base. Wolves seem to like him just a little too much. His luck finding rarer ores isn't quite luck. Caves seem to grow and cave in around him in your peripheral, plants grow faster- wilder- when he's nearby. His teeth are both too sharp and not at once. He blends in a little too much with the foliage, disappearing the moment you look away. His takeovers of Ocean Monuments, past and present, are just a little too... parasitic. xB is, to put it simply, too much.
Would a guardian kill, farm, eat its own? Would a being of the sea drain its own home?
No, xB's not anything of the sea.
After all, why look for a Leviathan of the Land when you've already found one? Gem's a wonderful cover for him, and vice versa.
