Towards Strategic Relations Between Iraq and the US: Challenges and Opportunities

The Ambassador will discuss how bilateral relations between Iraq and the US can be transformed into a long-term strategic partnership that addresses the needs of both countries in light of the withdrawal of US troops in 2011 and the current regional turmoil in the Middle East. He will touch on specific examples that illustrate the extent of the challenges and opportunities ahead. Q&A with the Ambassador will follow the lecture.
Mr. Lukman Faily serves as Iraq’s Ambassador to the United States, a position he has held since July 2013. From June 2010 until May 2013, Mr. Faily served as Iraq’s Ambassador to Japan.
Prior to joining the diplomatic corps, Ambassador Faily lived in the United Kingdom for 20 years, working in the Information Technology sector for several transnational companies. During his last ten years in the UK, he held senior management positions in two major American companies.
Mr. Faily was an active leader within the large Iraqi exile community in the UK and served as a trustee for several non-governmental Iraqi organizations. He also played an active role in opposing Saddam’s dictatorship and advocated for democracy and rule of law in Iraq.
Fluent in English, Arabic and Kurdish, Ambassador Faily was born in Baghdad in 1966.

Please join Young Professionals in Foreign Policy and Ambassador Juan Carlos Pita Alvariza, the Ambassador of the Oriental Republic of Uruguay to the United States for a discussion on the future of drug policy approaches on the international level as well as Uruguay’s recent reforms.
Fifty years after the UN Single Convention on Narcotic Drugs, and forty years since the war on drugs became a popularized term in the U.S., some countries are exploring alternative approaches to addressing drug policies. Uruguay has been a strong advocate on the international stage for increased debate on the international drug control system and has emphasized the need to consider human rights issues in discussions of drug policy. It has been a member of the UN Commission on Narcotic Drugs from 2008 to 2014 and has participated in the last five sessions of the Commission on Narcotic Drugs in Vienna. In addition to its role on the international stage, Uruguay enacted a law in December of 2013 which legalized and regulates cannabis.
