Mr. Looker's busy right now but I might be an even better person to answer this cause I was a Street Rat for years before I joined Mr. Looker.

As far as I know Dark Alley is still free after my friends and I cleared out. Alternatively, ever since Lysander was put away and the cops finished their investigation the Lysander Cafe has been abandoned so that might be a good spot. There's a dojo on North Boulevard that never used its third floor but rumor has it that it's haunted by a ghost girl. That's just a silly rumor, though. If you're sneaky enough the basement of Lumiose Station is completely empty.
