If any comparison should be made, it should be that Loki more closely resembles Rameses by way of characteristics and actions. A jealous brother, a tyrannical leader, inability to yield to entreaties of others that result in the death of his people.

Like, I'm not trying to argue the morality of either side here, but like you said, Moses was charged with freeing God's people from slavery, which in light of the Pharaoh's refusal, required a show of force that Moses wasn't all too happy about.
there it is, folks, my whole opinion of it summed up in one neat post
loki's situation may resemble moses's, but ultimately his character does not, and character is what's important. any kind of person can come from any kind of situation, as this clearly demonstrates, but only a certain kind of person can become a villain.
