Technically speaking, most ghosts were not corporeal, friendly, cognizant of their power, or remotely accepting of their death. They were stuck and the longer they remained stuck the worse they got. Full of anger. Full of despair. Dangerous and powerful. They were best dealt with as quickly as possible. At least, that was Buck’s experience until he met Tommy. 

Tommy Kinard haunted the 118. Not just the station, but the ladder truck and the fire engine and the ambulance.
