Everyone says he cant drive but he actually can. Hes just a sick freak who gets off on hurting the people and things around him. I know this because i got him drunk one time and he confessed hes actually amazing at driving but plays dumb so everyone just thinks hes bad at it. So people drive for him and he can laze around in the passenger seat. Smoke a little too and blow the smoke right in the drivers face. Also he makes edd pay for all the damages.
