My buddy quco pointed out that IF the common factor in all the experiments is simply that they are dormant supernaturals, then it makes sense that the Doctors are targeting teenagers specifically.  Because we essentially learned last season that supernaturals typically come of age at 18, and their dormant genes would then be activated. (Reference: Lydia’s grandmother waiting to give Lydia the note with the Mountain Ash until she was 18)
