I have always held a personal headcanon that Mora is the one being that actually knows the identity(s) of every previous PC, the ones that history seems to forget except for a vague title - the Nerevarine, Champion of Cyrodiil, Last Dragonborn, etc. Mora finds a way to quietly and covertly hold that knowledge only to himself, plucking the details subtly from history. It's a fair way to justify, in my mind, to justify a necessary reality of the series.
It makes sense, despite there not being some sort of explanation as to how he acquires that knowledge. All of that information has, will, and would exist in the continuity of TES as a nearly infinite library of cycles and stories that wouldn’t all take place at once, but has variants of relevancy to whoever controls The Dream. This also pertains to plausible world building head-cannons and non-Shezzarine characters that people have made. I couldn’t discern if Hermaeus Mora knows all of this knowledge at once, but he absolutely knows when it’s relevant. Which means at some point in his library there is an anecdote about every Fuckface McGee or atrocity made in Oblivion. Somewhere he has The Fate of Chaquita Dave in a pleasantly yellow accented tome that discusses the noodle physics of Merunes Dagon. That’s the sort of thing that would make you lose your mind instantly.
