When Moldaver said that to Cooper during the meeting, I’m aware that the show was implying that she knew Barbara’s darker, Vault-Tech catastrophist side but I also like to believe it means she and Barbara were together before Barbara married Cooper. Because the idea of Moldaver being both with Cooper and Hank’s wives just makes me smile.

Hey guys I was thinking about this earlier... Is Lucy's mom Rosie still like conscious By the finale? Is she just like a Feral ghoul that Moldaver is keeping around because she misses the woman Rosie was or is Rosie still in there just unable to communicate?

Wild theory time:
"The Fall of Shady Sands" (as pictured in this diagram) isn't the bomb itself that blew it up. It is an incident that happened in that year leading to Shady Sands' destruction. And that incident is:
The emergence of Moldaver.
Now, the people in Vault 4 who would've drawn the timeline, would teach it in her favor as they very clearly seem to worship her. Nonetheless, I believe she is the event that leads to the the idea that Shady Sands had fallen long before the bomb Lucy's dad dropped actually fell.
Moldaver is a weird character that we still are left with questions about by the last episode. She's also from before the war, everyone knows her as quoted several times, her followers are raiders and cultists who drink blood and call her "Fire Mother," they have the utmost belief that she alone can save them, she is smart enough to have come close to creating everlasting power in the form of cold fusion from before the war.
How has she survived this long? Why are her cultists Like That? Why does everyone know who she is?
We're never confirmed any real answers. Likely they'll be answered in season 2.
But I'd like to attempt to answer some of those questions.
I think in or around 2277, Moldaver emerged from her own cryogenic pod because Lucy's dad notably mentions that she's just like him. She came to Shady Sands, and due to the NCR creating a similar government to old America and her possible moral standing as a communist, she didn't really like how they were running things. Maybe she even saw that this way of life was collapsing for them already, what with how big they were getting, how other factions were fighting them for power, how resources were dwindling as they seemed to be as of New Vegas. And Moldaver decided that she would cause a sort of uprising in Shady Sands to take over and make things run her way. So starts her cult, this all happening concurrently in the timeline with things in Fallout New Vegas (because it wasnt retconned dammit!) Its a huge thing, huge enough that everyone will know her, huge enough that her revolt is effective. And life is good for the people under her cult for a while. People are happy with her rule, though maybe not everyone is in her cult, perhaps Shady Sands was split in two. NCR Shady Sands and Fire Mother Shady Sands.
She's a wanted criminal by the NCR, even in the present time in the show. (Because the NCR is still around and kicking and we even see them, I think. They just go by the government for now for intrigue.)
Anyway, Moldaver is the Fall of Shady Sands. And because she became "Ms. Steal-Your-Wife-and-Kids" to Lucy's dad, she's also partially responsible for the bomb that drops later.
