soooo messed up that the daleks are still calling romana unit 117 well into the time war just to mock her. they have nothing to gain by psychologically tormenting her at this point (she's already doing what they say) and nothing to gain by showing the time lords they own her (she's nobody, an exile). it's pure cruelty and personal vendetta. or they truly will just always believe that they own her, not sure which is worse
