the idea that you could successfully commit identity fraud on a planet where people regularly change their entire bodies AND have their entire mishmash of DNA and temporal history stored in government archives AND are under constant surveillance by the largest database in the universe which can somewhat reliably predict the future (and could arguably be a bit sentient with all the time lord brains in it) with nothing but a hot glue gun and a dead guy’s clothes is WACK
