I think it's important to note, it has some pretty interesting implications.
This including that Monstrox has in fact been watching Jestro since he was a teenager. More specifically since Jestro left the academy to become Merlok's apprentice, before becoming the royal court jester. But why IS this scene so.. important?
This shows us just how long Monstrox has really been watching Jestro. Yet he never spoke to Jestro until he was an adult, this in NO way is implications that he's preying on Jestro. It's implications that Monstrox has FOUND his ideal vicitm.
It's proof that yes, Monstrox is in fact this horrible person that will go to lengths to get what he wants. He never went after Jestro as a teenager because he couldn't, Jestro was so close to the royal family there wouldn't be a need.
The graduation was the perfect time for him to get his victim, the perfect time to put what he had needed to use. Jestro was no longer in a support system outside of Clay, making him easily a better target. Self conscious and afraid.. just what Monstrox wanted.
