I don't think it was a coincidence that the jail Flagg "stumbled into" happened to house a desperate, starving heirophiliac. Lloyd already felt like he was in over his head the second Poke started shooting, and he knew he was going to die or rot in jail from his mate's actions the second the cops got him.
Being approached by a mysterious, salvation-bearing individual during an extremely traumatic experience does things to a man. And Flagg knew this. He'd been wordlessly promising Lloyd a chance to get closer ever since they met, and Lloyd believed it. Perhaps in Flagg's promised new world, he could be far more than just a right-hand man.
He was gonna stay by the Dark Man's side if it killed him. And guess what? It DID kill him.

writing fanfiction and just described the way Flagg looks at Lloyd as “the pleased expression of a chef finding the perfect lobster in the kitchen tank” and I think it wraps up what I think of them pretty well
