They wanted Vandal Savage to be the big bad of not only the big three show crossover but also the entire first season of a new show, but Oliver and Thea shot him in the chest three times within thirty seconds of meeting him for the first time.

And yes, he's immortal so that didn't kill him. BUT. He did very much get beaten by them. Pretty soundly. They can't kill him, but...

It doesn't do a lot to make him feel intimidating.

To be fair, Malcolm, if you break the vampire mythos down to its most basic concept- a man who gains unnatural life by stealing it from someone else, killing them- Savage is totally a vampire.
