Herm herm Percy angst edit (+lore)

In his FO4 version Percy gets a fatal radiation sickness after getting left to die by his brother (Andrew) which weakens him more and more to the point at 19 and after destroying the Institute he can barely breathe normally. Originally, the radiation sickness would've been the thing that kills him if it weren't for the bomb collar that acually did the job :'))
