is this some sort of wisefool-stubtype hybrid

he’s The Fooligan. Fooligan the Third. Apex Predator of the Wisefool food chain. he embodies the unholy, matrimonial fusion of flesh between a stubtype and it’s Wisefool master. thankfully the laws of the clownverse allow only one Fooligan to exist and claim the title at any one time. Fooligan’s will employ eye-catching breadcrumb trails and neon signage, to trick Wisefools into just walking into their open maw. they will gobble up entire arcane councils just to increase the length of their mana bar.  then they will lick their fingers clean and regurgitate up their victim’s wands, scepters, orbs and grimoires into a tidy pellet. 

Fooligan the Third has retired onto his comfy pillow. too mana-bloated to even get up. he yearns for death, but must wait until a willing Wisefool and Stubtype pair arrive; so that he may bestow his title upon them.
