[notes: I’m working on the FORT info files now, so I’ve gone back and fixed some of the map descriptions, and I’ve determined that 如月学園高等科 is best translated as “Kisaragi Academy for Advanced Study”, so I’m going back now to fix that in the profiles. There’s still a distinction between advanced studies and schooling that doesn’t take you on to college, but it’s the more formal name of the entire school, not a division made within the school.]

So this might confirm the intended spellings of Foo Meiling, Norah Dobereiner, Razzly Portman, and O[o]kura Yuzi. ...except they don’t seem to have given Foo to the in-house translators, since her name is spelled Fu in-game. And even if REG is a pun on its pronunciation, that doesn’t account for Arthur.... Maze??

Oddly, Liu Yee doesn’t seem to be present anywhere here. HAHA sorry I missed that RYU is... the highlighted file in the first picture I posted. That’s him in between Ryou and Enokida.
Note after some trial and error if you’re doing this yourself: Use Tinke to ‘Open as...’ a Palette first. THEN open the same file as a Tile (set as 4bpp or 2bpp) and increase the height until you can see the whole thing. That gives you something much easier to interpret. Viewing as a Map will also give you a decent picture of the file, but again, view it as a Palette first. Also, this method is only working for me in the English version of the game.
[note: The entire EN release calls her Handa Ai, except for one scene in the Archives... which turns out to be right! When Ryou stutters in that scene, he says, “I-Iida-san!”]
A female college student working at Touhou-dou. She minds the shop while the shopkeeper is out or at school. She’s very cute, and quite popular with a certain set.
Because she works at Touhou-dou every day from morning to evening, she’s secretly worried she won’t be able to find a boyfriend. She keeps working, dreaming that a wonderful guy will show up to protect her. How cute.
Although she’s quick to anger when the shopkeeper dawdles, and yells at him, she actually wants to be nicer. But she has the kind of personality where she speaks before she thinks.
Recently she’s actually interested in Touhou-dou’s shopkeeper, Unami Ryou. She thinks he’s clumsy and all, but when she looks at him, her face gets hot for some reason. If Ryou can get it together a little, she’s thinking of confessing her feelings. I’m not sure when or if that’s going to happen...
She was sending texts with her cheeks reddened. Apparently she’s a nurse in charge of internal medicine. An exceptional nurse who’s unexpectedly good at remembering the faces of even strangers. I wonder who she’s texting.
She loves cool men, and can often be seen starting conversation with them. But the conversation seems to go awry somewhere, and her speaking partners run away. What on earth does she talk about?
She’s a friend of Hino Honoka’s, and they’re often seen together. But in the course of conversation, Honoka’s sure to get angry enough to clench her fist and make a noise of irritation. I’m getting more and more interested in what exactly she talks about.
On her days off, she watches people walking around in the city. Apparently she shops at Pumpkin Witch. She likes cute things, not that you’d think it to look at her. Her collection of panda merchandise is just about complete. I’d like to get a look at her room, just once.
[note: I think the trouble in this one is related to the script making it hard to tell where sentences end when they correspond with the end of a line, since periods get turned into the same marker as an indentation.]
When people were going wild, she remembered what Hino Honoka taught her, and worked hard to get the patients somewhere safe. She may look weak at first glance, but she’s grown as a nurse too.
A second year at Kisaragi Academy for Advanced Study. He smiles a lot, but somehow he gives off a different feeling. As if he’s not really smiling genuinely. We should probably be careful.
Carries around an unsettling notebook, but it’s not clear what's so fun about it. Maybe if he doesn’t write down the names of people he doesn’t like, he’ll forget them. He should really blow off steam outside instead of doing something ominous like that.
He’s more interested in girls than he looks. That’s why he talks with Hino Honoka in the infirmary and starts conversation with Makino Sayuri. Apparently he hates guys who are popular with girls, and writes them up in his notebook. This guy just gets more and more ominous.
He’s nicer since the Silent’s influence lifted, like a man transformed. He’s still not good at communicating with others, but he’s trying, in his own way.
The manager of TOYBOX. Wraps his head in a bandana. He wears a T-shirt with a print of Pumpkin Witch’s [mascot] character, Jack O Lan-tan. One of THOSE types, it would seem.

He wears a T-shirt with a faded print. When on earth is he going to replace it? It seems like high time to buy a new one. Could it have some kind of meaning to him?
He can sometimes be seen hanging around in front of Pumpkin Witch. As for what he’s up to... it’s staring at Hu Meiling. Anyone who sees him is advised to report him immediately.
Wanders around, shaking nervously. Assistant Inspector at the Kisaragi Police station. One wonders if he’s capable of acting decisively. What has him so worked up? Can he see something that ordinary people can’t?
If he’s carrying tea, the tea will get spilled on documents. When he’s putting documents together, they get stapled on both sides so they can’t be opened up. He’s a truly incompetent person. Watching him makes you nervous.
Him being the serial killer can only be described as the mystery of the century. Was all of that an act? If it was, he’s quite an actor. It’s enough to make your jaw drop.
The owner of Sweet Ring and Midou Akira’s father. Seems to get along well with Nozaki Mika, but he behaves as if his actual son isn’t there at all. Maybe something’s going on between the two of them, but it hurts to watch.
He speaks sharply, but he really does worry about his son Akira. When they talk about “bullheaded old men” they must mean him. Hopefully he realizes soon that some things can’t be communicated except through words.
[note: 親父 (oyaji) means both “old man” (middle-aged, not super old) and “dad”. The image results for ganko-oyaji are probably enough to explain the imagery it conjures.]
Now that Midou Akira’s cheered up, he might have changed a little bit too. His words are still harsh, but it feels like his eyes are brimming with kindness. He seems like a good dad.
For some reason, he’s started feeling a sudden chill coming on recently. He keeps feeling as if someone’s staring at him from outside the store, but when he goes outside, no one’s there. Does someone have their eye on him?
Having raised his son Akira to be as kind and forthright as his wife makes him happier than anything. He’s a total doting parent on that point. Extremely doting. I envy that happiness.
[note: 親バカ (oya-baka): overly-doting and loving parent, beyond reason, to the point of bragging and making a fool of yourself socially. So technically the next line (sugoi baka) is calling him a huge idiot, but in this case the emphasis is more on how proud he is of Akira, and not actually calling him stupid.]
A second year at Kisaragi Academy for Advanced Study . She looks like the quiet honors-student type, but she might just have a bit of a strong will. She [also] seems like the type who won’t talk about herself unless she’s close to you.
She met Naruse Shinji in the school’s computer room, and learned about PCs from him. She’s not interested in hacking, but apparently she does a lot of [other] things like extracting pictures from her favorite video games.
A journalist who serves as a news anchor at Seagull. Her unique fashion sense stands out. Seems to get along well with Nozaki Mika. She seems kind, but you can feel the strength of her will in her eyes. She must be a strong woman.
On her days off, she can be seen in front of Seagull, enjoying herself in conversation with the citizens of Kisaragi. But because of her heavy schedule, it seems like that time off only amounts to a few minutes. You have to admire the fact that she’s not having constant overwork-breakdowns.
Since she appears on TV, she never misses a day of skincare. And she also does yoga. Apparently when she comes home after work, she barely has time to sleep thanks to her skincare.
She’s had many different [jobs], but at the moment, she’s a news anchor at Seagull. Maybe because of that experience [she has], she keeps a close eye on Nozaki Mika. She must have a truly kind heart. She’s a wonderful woman.
She personally thinks of new content to broadcast every day, since watching conventional news isn’t fun. She throws in some ad-libs every now and then, too. She’s a genuine professional of an anchor who prioritizes her viewers.
