Whatever reason he just stays in hell and buries his Angel weapon away.
So, funny you send me this. I was making a Carnage/Executioner Angel idea but am not too concrete on it. So I wasn't going to post it. But it's close enough to this idea. That you might like it. Sorry if it isn't close enough from your prompt.

Alastor was meant to become a Winner when he died.
Specifically, there was a sect of Winners, driven by a deep sense of justice, called Executioners. They've existed since mankind became more wide spread. Exorcist Angels are a type of Heaven-Born based off of these Winners. They are the type of Angel that gets the dirty job done to protect the innocent. They are sent down to Earth, alongside Guardian and Cherub Angels, to protect humans and act as managers for the Heaven-Born. They refuse to go to Hell to execute potentially redeemable Souls, because they only hunt the absolute worst. And trying to force human Souls to do something they don't want to?Especially something they view as a Sin? Isn't something the Seraphim can press on. Because all it takes is threatening to tell all the other Winners that Heaven wants to execute their family members for prostitution, drug addiction, eating disorders, mental health issues (especially ones that couldn't be helped or treated during their time periods), and other such possibility redeemable Souls that prevent the Executioners from being used as tools.
They were generally governed by Raguel, the Arch Angel of Justice, number 6, Spirit of Vengeance and Redemption, he who casts out and keeps in check Fallen Angels and Demons. The Executioner Winners have six wings, to mimic the Arch Angel. Though they usually only ever show their modesty sets (ones that cover the face and ones that cover the pelvis and feet), not their flying set (center of back). Said wings tend towards raptor or birds of prey.
Each are Chimera. Not one type of animal and an object/concept, like regular Winners or Sinners. Much like Overlords, the more powerful, the more mixed they are. Tending to cap around three animals, the most favorable being sky, sea, and land attributes. Though, for those of extreme power, usually Saints that became Executioner types, they may have four or five animal attributes and more than one item/concept. The best is seen as one of sky, one of sea, and two of the land -prey type and predator type-, some thing between land/sea/sky, with at least one concept or base power in the universal foundations. (i.e. elemental, state of matter, or at least not human made.)

Alastor has no idea he would have been an Angel.
A Winner.
But an Executioner is unable to reject their nature. Even a technically Fallen one. So he hunts in Hell the truly irredeemable and ends them. Before him, there was no one that could permanently end a human Soul in Hell. Except maybe the Fallen Angel King and his Nephilim Daughter.
He's a deer, with tentacles and radio tower antlers. He's theoretically not that strong. Especially since he never had the chance to activate his sky attributes one would get upon waking in Heaven. Of course Alastor, without knowing, would train himself to manipulate Electro Magnetic Ray Wave Lengths. Far more powerful than most concepts you'd hear about. And as his powers develop, it becomes clear to him that his shadow 'tentacles' are like that of cephalopods limbs. He also has the ability to give a boost in power to those he has contracts with. He also has Executioner markings in his hair.
Rosie just knew his Soul was unique. The part of the deal that keeps Alastor in Hell, as a Sinner, is that he specifically said he wanted to "continue [his] fun". (Which he wouldn't be able to do in Heaven anyways and would have been sent to Earth.) This is the part that makes their deal valid, even when he's not the strongest Sinner in Hell. Both parts have to be null for his contract to break.
Thing is, Adam knows what an Executioner looks like. Knows what their Souls and power feel like. He based the Exorcists off them because of how badass they are! Which leads to Adam asking WTF an Angel is doing in Hell, while fighting Alastor. Alastor has no clue what he means. And Adam keeps yapping about how he knows Alastor's Angel type is all about redemption and vengeance, but he can't seriously think the Hotel will work, right?!?! Adam originally wanted to injury Alastor, kill the other Hotel residents and the Princess, and take Alastor back to Heaven.
The only one to hear their conversation is the drones Vox has set out. And, of course, Vox is not going to report that part to the public. Not immediately, anyways. Not when he could use it as blackmail later.
