Here is a headcanon and a bit of history..

Did you know Iceland was the first country to have a congress?  It was made in 930 AD by the vikings! But here is an idea.. (Under read more for length)

The vikings made them so there could be order. The system worked like this. There were Chieftains in each region (48 total at that time. 12 from each region. North, South, Easy and West.). And would they all meet together on a Thursday on 28th June and it went for two weeks. That means till july 4th. But they had a system to deal with the problem. It was not done so if the more said yes, that would win. Everyone had to agree. So there were four stages of agreement. The fourth one was the highest order. But the 5th one came later.

Though I have to explain the chieftains Because popularity was what you needed. And each of these chieftains had to have supporters. And I mean everyone, even if you didn't have a farm. You still had to be one someone's side. You were able to choose whom you were side with. So popularity was good at this time. And I can see that happening in Freljord as well. Though I think this system was in Freljord before the war started. But they were of course under a king. (Though he didn't care for the land).

So I just made this post out of nowhere. Tell me what you think about it.
