Casey Burgat and Charles Hunt write that the incoming freshman class of the 116th Congress is highly educated but inexperienced in governing. Institutional memory in Congress is declining, with members in the moderate range of experience most likely to leave.
The incoming freshman class in the 116th Congress will be better educated, more female, and less white than the previous class. There will also be a larger number of political neophytes.
