Frost packing is used during winter construction to ensure frost is driven into the ground on the work side of the right-of-way to support the weight of construction equipment. Frost packing is often done by having tractors or snow cats drag heavy items such as large tires repeatedly Over the wetland area to force the frost into the ground.
