While fubuki may look like she doesn't enjoy affection, often refusing your kisses and barely hugging you back that's just because she's not the biggest fan of public displays of affection, in private she's reacts in a totally different way.

Even if she loves you she'd very much prefer if you keep it low-key while she's in public, she has a reputation to maintain and she cares a lot about that so she can't really have you randomly hug her and embarrass her in front of other heroes, if you do she'll scold you but then apologize later when you're alone

With that said there are actually some times in which fubuki is affectionate with you even in public, like when she's jealous of someone else getting to close to you or she wants to show you off to someone, in those cases she's more than happy to side hug you or kiss you in front of a crowd even if she might blush a bit

In private she can actually be pretty clingy herself, she quite likes hugging you and cuddling especially after a hard day of hero work. She likes to hold onto you and complain about whatever happened while you listen to her. She also really enjoys kissing you and especially when you kiss her

Even if she can be too proud or embarrassed to admit it fubuki actually quite enjoys your clinginess, it makes her feel loved. And as long as you understand when she actually needs or wants affectionate she will give you back the same level of affection and love in the right times
