I think they added that scene to lead up to catching fire. It was a great addition. Plus the book is in 1st person pov so it could have happened, but Katniss didn’t know

we have no idea what happened in District 11 after Rue died… uhm it was in Katniss’ POV… they could have been rioting for all we know.

And I would like to add that it did happen during book one. But Katniss didn’t hear about it until Catching Fire, so therefor WE didn’t get it until Catching fire. But that part was awesome I thought. So glad they added it1
