i always wondered why it was so hard for me to beat O'Neil before Radahn but after I beat Radahn and forgot about commander for a while the fight will be a piece of cake- NOW I SEE WHY. WHY HE HAS ALMOST THE SAME HP??? FOR 5 TIMES LESS REWARD. and he even has the needle that essentially can prevent ascenion of Lord of FF.

and their resistances are relatively the same
