So for some reason Dick Halloran patted Pennywise on the head and said that he deserved it because Pennywise had "been through so much" and "entities like that deserve head pats", and General Shaw got jealous(?) Because he wanted to be the first person to pat the entity on the head.

A brief analysis of a short scene from IT: Welcome to Derry
In this scene, General Shaw asks Dick Hallorann about his experience with the entity, and I find it particularly striking that he mentions it was "cold" (before later saying that they ought to just let the thing be ).
What could he have meant by "cold"?
Dick felt so much fear being inside the creature's mind and knowing it was angry. He felt so much fear that, as they say, "my blood ran cold," more than just physically feeling the beast and considering that the avatar's body felt literally "cold".
Have you ever felt so much fear of something that your whole body literally turned cold, as if you had just stepped out of the shower and were soaking wet in the middle of winter? i have, lol becauase i live in Mexico
You don't have to tell me anything if you don't want to. Besides, everyone reacts differently to different things in real life because the human mind is very complex, and that's actually what I like about what I know of Stephen King's works (which isn't much for now). He understands the complexity of human beings very well and portrays it in his works with touches of fantasy and horror.
