Honestly as far as jokes are concerned , what one says in one language couldn't be translated in other languages so as to elicit the same funny response from both parties .

Yes, I agree, at least in regard to jokes that are dependent on verbal humour. But not all jokes are like that. Slapstick more or less works in any language.

But there are some jokes who do not play with the words as such but are still very much dependent on the cultural background and even if you can translate them accurately you'll never get the meaning.
