To be honest, I always felt Ozai had something wrong with him. It's just that unlike Azula who will look sad if you call her monster, Ozai will laugh in your face.
Also Roda was born that way and it's hard to tell if the others were too.

I could easily 1v1 Ghetis in hand to hand combat. He’s just a gangly old dude with a staff (like the pope) and much like the pope who’ve I’ve already’ve defeated, he will find himself unable to keep up with my youthful stride.
