Well, what i do is create the number of kids i want in CAS, add an adult sim, place them in a empty lot and use SimBlender to cut family ties, then i turn them into townies. I think it's the safest method? idk

I've always just made 1 adult with all the child/teen sims as their children in cas and then used sim blender to remove family ties. You can also use simPE to remove any family relationships and to fix any lingering family trees. I also use simPE to remove any memories relating to giving birth to a sim, but you don't need to worry about those. They don't affect the actual relationship

I would assume that you'd use the sim blender to "put them up for adoption," so you'd make a CAS family with one adult townie and a bunch of kids, sever all family ties, and adopt them off.

I still think the easiest way to get custom kids is to clear family ties with insim/sim manipulator/blender

I want to say there is a way to spawn townies and I think it creates children but I they won't be custom. You could do plastic surgery and change the names on the children townies the game creates.
Thanks all, as I suspected. I did just that via Sim Blender, and have cleared out family trees and memories in PE. :D
