Oh, that's easy- Royalty free B movies are old flicks that the studios never bothered to renew the copyright on, usually because they were super cheesy and cheap and not very popular, which can be viewed for free without legal consequences. There's tons of them on Youtube and they tend to be snapped up by shows like Mystery Science Theater 3000. Almost none of them are actually scary.
