I would say that the Mosin is pretty close to unique. You can find mil-surp guns that are close to as cheap, such as the M1895 Mannlicher (Cheap being a "good" or better quality firearm for under 125 dollars); and you can find guns that shoot cheap, commercially available ammunition, pretty much any American military rifle. There are very few mil-surp guns that you can find which also shoot cheap ammo.
The key point, obviously, is that the ammunition in question needs to be shot by something other then the types of guns we are talking about, and that is almost always not going to be the case with foreign military rifles. The tons and tons of warehouses in Eastern Europe filled with mil-surp quality rounds has continued to ensure that 7.62x54R remains cheap and abundant.

The closest thing I can think of off the top of my head is a VZ-24 or a Turkish Mauser, these can both be found for around $100 and 8MM Mauser is pretty cheap.
